Default External Student JSA

Hi I really need help, I have had to take a year out of university because of failing one module.

I applied for JSA and housing benefits because I am not recieving any loans or grants so have no money at all. They sent me a letter saying I will recieve it and sent me one payment, then sent me a letter saying I won't recieve it so I went in and they are saying they cannot give me JSA becase I am still counted as a student!

Does any one know if this is correct or are they just being awkward?
